DITExpo Intelligence | New Data Center and Computing Center Projects in H1 2026 (Part I, Selected Projects)

Project: Xingchen Distributed AI Computing Cluster (Chongqing)

Overview: Initiated by MAAS (Huazhi Future), the project represents a total investment of approximately RMB 5 billion. It is designed to support China’s “East Data, West Computing” strategy and the “Xinjiang Compute to Chongqing” initiative by building an AI computing infrastructure network covering key regions. The project aims to deploy standardized computing units that can be delivered quickly, improving both regional computing capacity and utilization efficiency. In early 2026, the project team delivered a dedicated briefing to the leadership of Chongqing’s Yuzhong District and received recognition and support from the local government. (HS filing; early-stage/concept phase.)

Project: Guoyu Northeast Asia Quantum–Supercomputing–AI Computing Marketplace (Heilongjiang)

Overview: Invested and developed by Harbin Guoyu Data Technology Services Co., Ltd. (Guoyu Group), the project has a total investment of approximately RMB 990 million and is located in Pingfang District, Harbin. It will upgrade Guoyu Group’s existing data center, with about 1,160 sq. m of space to be renovated. Planned equipment includes 96 NVIDIA B300 servers as well as a superconducting quantum computer with more than 130 qubits. The facility will include dedicated areas for quantum computing, supercomputing and AI computing, and industry-education services, creating an integrated “quantum + supercomputing + AI computing” marketplace.

Project: Daqing Distributed Green Token Factory (Heilongjiang)

Overview: Planned on self-owned construction land in Daqing High-Tech Industrial Development Zone, the project has a total investment of approximately RMB 100 million and a site area of about 15,000 sq. m. It is a newly built, commercially operated green AI computing infrastructure project. The project falls within industries encouraged under China’s digital-economy and AI-computing-infrastructure policies and aligns with national priorities for computing infrastructure, the digital economy, and green and low-carbon development. It entered the project-approval stage in May 2026.

Project: Kazuo AI Vision Computing Center (Liaoning; Harqin Left Wing Mongol Autonomous County)

Overview: The project owner is Liaoning Zuoshu Yousuan Digital Technology Co., Ltd. The Harqin Left Wing Mongol Autonomous County Development and Reform Bureau has completed and approved its filing as a domestic-investment project (non-industrial technical renovation). A related project, the “Kazuo AI Vision Computing Center,” is being developed by Liaoning Suanyu Dongli Technology Co., Ltd. Both projects focus on building AI vision computing capacity and remain at an early project-initiation stage.

Project: (Baotou) Big Data Technology Zero-Carbon Distributed AI Data Center (Baotou, Inner Mongolia)

Overview: Invested and developed by Rongchuang Yunhai (Baotou) Big Data Technology Co., Ltd., the project has a total investment of approximately RMB 101.8 million, with its filing listing an investment range of RMB 92.64–111.98 million. It will be located on Basement Level 1 of Building A at the Baotou Big Data complex in Shiguai District. Construction is divided into three parts: data-hall works, including fit-out, fire protection, liquid-cooling air conditioning, power systems, network cabling, UPS systems, and diesel generators; procurement of about 290 computing servers plus storage, networking, monitoring, and related equipment; and deployment of 100 standard 12 kW racks, with space reserved for another 10. The filing has been approved through the Inner Mongolia Online Investment Project Approval and Supervision Platform, with construction planned from May to November 2026.

Project: China Mobile Gansu (Lanzhou New Area) “East Data, West Computing” Computing Hub Infrastructure Upgrade (Gansu)

Overview: China Mobile Gansu plans to implement the project in Lanzhou New Area with a total investment of approximately RMB 198–240 million. It is part of a broader series of infrastructure upgrades supporting China Mobile’s participation in the national “East Data, West Computing” initiative and the Qingyang computing hub in Gansu, with a focus on expanding capacity and improving the supporting infrastructure of the computing hub.
